The Challenge
NORA compliance is crucial for aligning business processes, technology, and data across government entities, using a maturity grading system from Level 1 (Initial) to Level 5 (Optimized), with certification starting at Level 3 (Operation). For the Ministry, achieving higher certification levels was vital to standardizing enterprise architecture, influencing outcomes like budget allocation and strategic positioning, and establishing itself as a digital transformation leader. Managing over 700 business processes required a robust enterprise architecture tool to ensure integration, transparency, and informed decision-making.
The Ministry sought a cost-effective, user-friendly solution to meet these demands, enhance operational efficiency, and drive alignment between strategy and execution, positioning it at the forefront of the Kingdom’s digital excellence initiative.
The Solution
Since 2022, the Ministry has relied on iServer to implement the NORA framework and advance its enterprise architecture goals. The platform provided essential capabilities, including:
- Integration with tools like Power BI, enabling comprehensive dashboards and enhanced process transparency for senior management.
- Support for informed decision-making, aligning business strategies with technology initiatives.
A key contributor to the Ministry’s success was Brendil, Orbus Software’s distributor in Saudi Arabia, which offered tailored TOGAF training and local expertise. Together with Orbus Software’s ongoing support, the Ministry achieved NORA certification in November 2022, effectively integrated its business processes, and adapted to strategic shifts. These efforts solidified the Ministry’s position as a leader in Saudi Arabia’s digital transformation journey.
The Result
The Ministry leveraged iServer to achieve transformative outcomes:
- Obtained Level 3 NORA certification in November 2022 and began progressing towards Levels 4 and 5.
- Advanced in the Digital Transformation Index and Emerging Technology Adoption Readiness Index in 2023 and 2024.
